WAUSEON CITY COUNCIL MEETING
Monday, June 15, 2009 at 5:00 P.M.
This meeting of the Wauseon City Council was called to order at 5:00 p.m. by Mayor Dehnbostel. Following the Pledge of Allegiance and moment of silence, roll was called by the Clerk of Council. Present were Councilor President Shaw, Councilors Chamberlin, Huner, Krumm, Stiriz and Mathews to constitute a quorum for the transaction of City business.
APPROVAL OF PRIOR MEETINGS’ MINUTES
Councilor Mathews made a motion and seconded by Councilor Krumm to approve the previous meetings’ minutes.

INDIVIDUALS WISHING TO ADDRESS COUNCIL AND TOPIC
Barb Garvin, Chamber of Commerce – Seeking Nominations for "Citizen of the Year"
Barb Garvin said she is here on behalf of the Chamber, and is asking from the Mayor and City Council, as leaders of the community, for your input. We feel you know the people in the community and are key to the selection of the people who are recipients of awards the Chamber gives. The Chamber is asking if you know of someone who is very deserving of the "Citizen of the Year" or any of the awards the Chamber gives, that you would write a short bio and turn it into the Chamber by September 1, 2009. We hope this year we will have many names to choose from.
Committee Reports
Building and Grounds
Councilor Mathews said the committee discussed that the aerator pumps at the pond at Wauseon Machine are not working properly. They wouldn’t know the cost for repair of these pumps until the pumps were opened up and looked at. Last year chemical enzymes were used and worked well. The committee recommended to purchasing chemical enzymes. If the enzymes do not do enough, they will revisit the matter of getting the pumps back in working order.
The committee also discussed the ball fields by the railroad at the high school. The City owns this property. Dennis Richardson had told the committee that the school is interested in leasing some or all of this property and asked the committee if they are in agreement to further this discussion with the school. The committee said they were in favor of continuing this discussion.
Councilor Chamberlin said he was not clear on each of the diamonds at the ball fields and what the school’s interest is. Marc Robinson, Superintendent of Schools, was in attendance at this Council meeting, and said that it is still in the preliminary stages as to what the interest is and for further discussion and decision by the school on what they would actually like to do with it. Right now they are looking at additional parking, practice fields for football and/or baseball fields. Mayor Dehnbostel added that the plan is for midget football to go out to Dorothy Biddle Park.
Motion made by Councilor Chamberlin and seconded by Council President Shaw to accept the Building and Grounds Committee’s recommendation: purchase chemical enzymes for the pond at Wauseon Machine, Plant III

Tree Commission
Councilor Mathews reported on the Tree Commission meeting held on May 21, 2009. Councilor Mathews said that the Arbor Day activities went very well at the schools. The Tree Commission discussed the ash trees that need to be removed. An article will be submitted to the newspaper about the Emerald Ash Borer. Katy Corkle will continue her internship with the City this summer and will be training the City workers on the GPS system. The commission was updated on various other tree projects.
Councilor Huner asked about clarification about the job description for Katy Corkle and if she is under the Parks Dept or Public Works. Jon Schamp, Director of Finance, said that Katy’s wages are paid out of the Tree Commission’s budget, but she works directly with Rick Frey, Assistant Public Works Superintendent, and her time slips are given to him for approval and turned into the Finance Dept.
Department Head Reports
Steve Brown, Regional Planning Director
Steve Brown reported on the programs that are going on right now. He distributed to Council information on the "Fulton County Neighborhood Stabilization Program. He said there may be 3-5 properties that we may be able to utilize this program with. There also may be some land banking (clearance/acquisition of blighted properties) for Habitat for Humanity. He also distributed a map of the target area for this program in Wauseon.
Steve Brown said that there are monies available through the USDA – weatherization program for house repairs. There are also the CDBG Recovery funds for more block grant funding in the county. We’ll have more updates on that. Mr. Brown also distributed information on the 2010 census. His office met with the Ohio Department of Natural Resources (ODNR) for funding possibilities for next year. The Rural Enterprise Zone program may be eliminated and basically restarted again. The Natural Resource Clean Ohio monies are also available for nature parks and preserves and we are taking applications.
Marv Wheeler, Fire Chief
Chief Wheeler said so far this year we have had over 500 runs this year which is an increase from this time last year. Our rescue truck is down and needs major repair. The Fireman’s Convention is in Whitehouse, Ohio this year and Wauseon has put in a bid to host the convention next year (2010).
Keith Torbet, Police Chief
Chief Torbet said he distributed to Council information on the results of the "Click It or Ticket" program. We were awarded the grant for the Special Use Drug Prevention grant for $5,300 to offset the school resource officer in the schools. He is working with the University of Findlay and Wauseon Schools to bring in a Disaster Preparedness class primarily for law enforcement as well as school officials. We hope to have it in August, 2009. Safety City is underway and we have a second class starting this month. Thanks to the community the Safety City program is fully funded by donations.
Dennis Richardson, Director of Public Service
Dennis Richardson said the two projects we submitted for federal stimulus dollars; the water reclamation plant renovations, equalization basin and sludge storage tanks did not qualify for stimulus funding.
Mr. Richardson said the bids are out for the Franklin St. combined sewer overflow elimination project. Kim Schantz was successful in passing the test for the Class II sewer collection license.
Mr. Richardson passed out a sheet which showed the "Cost Breakdown for Construction Agreement between the Wauseon Exempted Village Schools Bd. of Education and City of Wauseon". The sheet showed the City’s cost for the Pine, Spruce, Hemlock street tie to the new street, and the school district’s cost for the water line materials, equipment lease and the school’s share of the retention pond that was built. There was net difference of $38.07 owed to the district and the district said that we will "Call it Even" and not collect from the City, as noted on the sheet passed out.
Marc Robinson, Superintendent of Wauseon Exempted Schools, said he wanted to take the opportunity to come here on behalf of the Board of Education and deliver a sincere "thank you" to the Mayor, Dennis Richardson, Jon Schamp, City Council and all the city workers who installed the water line, worked on expanding the retention pond and putting the tie in to streets in the Huner addition. This is a a good feeling to see how the two entities cooperated together.
Mayor Dehnbostel thanked Mr. Robinson for his dedication to this project.
Jon Schamp, Director of Finance
Mr. Schamp said he went down to the Auditor’s office to take the City’s properties off the tax exempt rolls that are no longer subject to real estate taxes. He worked on four different parcels affected by this. The Auditor of State’s office is getting ready to begin the 2008 audit.
Stephen Buehrer, Director of Law
Mr. Buehrer said there are a number of projects going on. Our office has been working on paperwork that relates to the downtown project and preparing the documents necessary for the revolving loan for Sarah’s Garden.
Mayor Dehnbostel added that the City has received the first request for reimbursement on the downtown project.

Councilor Huner made a motion and seconded by Councilor Krumm to place Ordinance 2009-6 on first reading and that the first reading be passed.

Council President Shaw made a motion and seconded by Councilor Stiriz to place Ordinance 2009-5 on second reading and that the second reading be passed.

Resolution 2009-15 – Authorizing the Mayor to Assign and Transfer Lear Corporation’s Rights, Duties, and Obligations Contained in the Ohio Enterprise Zone Agreement between the City and Lear Corporation to IAC Wauseon, LLC
Councilor Mathews made a motion and seconded by Councilor Huner to place Resolution 2009-15 on third reading and that the third reading be passed.

NEW BUSINESS
Charter Revision Commission
Councilor Stiriz made a motion and seconded by Councilor Krumm to accept the reappointment of Lisa Smith to the Charter Revision Commission for the term July 1, 2009 to June 30, 2012 (three years).
Vote: Six Yeas – 0 Nays Motion Carries
Tree Commission
Council President Shaw made a motion and seconded by Councilor Mathews to accept the appointment of Pete Carr to the Tree Commission for the term 6/15/09 to 12/31/2012. (thereafter the term will be three years from 1/1/13 to 12/31/15)
Vote: 6 Yeas – 0 Nays Motion Carries
APPROVAL OF BILLS
Motion made by Councilor Huner and seconded by Councilor Stiriz to approve and pay the bills as presented

ADJOURNMENT
There being no further business to come before this session of the Wauseon City Council, Mayor Dehnbostel asked for a motion to adjourn. Councilor Krumm made a motion and seconded by Councilor Mathews to adjourn this meeting at 5:42 p.m.
