WAUSEON CITY COUNCIL MEETING
Monday, June 2, 2008 at 5:00 P.M.
 
This meeting of the Wauseon City Council was called to order at 5:00 p.m. by Mayor Dehnbostel.  Following the Pledge of Allegiance and moment of silence, roll was called by the Clerk of Council.  Present were Council President Shaw, Mathews, Stiriz, Chamberlin, Huner and Krumm to constitute a quorum for the transaction of City business.   
APPROVAL OF PRIOR MEETINGS' MINUTES
Councilor Stiriz made a motion and seconded by Councilor Krumm to approve the previous meetings’ minutes.
VOTE: 6 Yeas – 0 Nays – Motion Carries

Committee Reports
Safety and Code
Councilor Chamberlin said that the committee met just prior to this meeting and discussed amending the code regarding sewer connections. We will be having another meeting regarding this in two weeks to continue this discussion. Also the committee had met on May 29, 2008 regarding a request to place "slow children playing" signs at Arrowhead Subdivision. Dennis Richardson had advised the committee that this has not been the City’s protocol. The committee asked the Police Department to increase their traffic control in this area to slow down the traffic in the subdivision.
Park Board
Councilor Huner reported that the Park Board met on May 19, 2008. We discussed the new signs that were placed on Wabash, North and South Parks. She had a concern about the South Park sign being so close to the street.
The board checked on the pricing for renovating the tennis courts. We would like work to begin in the fall. The renovation is expected to cost approximately $150,000.
Councilor Huner said people want to get access to the shelters the night before to decorate and prepare for their parties without a charge for early access. The Park Board said that individuals wanting it the night before would have to pay for an additional day because we would need someone to come in and open it up and give them the key like a usual rental.
The Board discussed the rates of the shelters at Reighard Park. They are currently $35 per day. There have been many improvements done in the past three years. The Board will discuss this in the fall.
Councilor Krumm made a motion and seconded by Councilor Mathews to approve the committees’ reports as presented.
Vote: 6 Yeas – 0 Nays Motion Carries

 
Department Head Reports
Steve Brown, Regional Planning Director
Mr. Brown reported said there will be a Revolving Loan Fund meeting regarding an application that has been submitted of a business here in the community. We will be acting on that and will have a recommendation for Council at the next meeting. We had a public hearing on the Formula Block Grant funds. The City has submitted an application for $40,000. This will be for sidewalk improvements for the target neighborhood area that has been designated through the CHIP grant. There will be a County wide flood plain meeting. We will have all the information available for the City in regards to mapping.
Marv Wheeler, Fire Chief
Chief Wheeler said that work is continuing on the repair of the burn building. He has secured funding of $2,500 from 4 County Schools to help offset some of the cost of that project. Funding for this will be coming later this summer.
Keith Torbet, Police Chief
Chief Torbet talked about some training exercises that the department has been involved with. Safety City has started. Motions for grants he will be applying for will be forthcoming at the next Council meeting. We will be obtaining the services of another company to finish the tower project.
Tom Hall, Code Administrator
Mr. Hall said he has been working with Chief Torbet regarding the new trailhead building. The drawings are in his office. We need to have the bid package together for ODOT this July. The plan is for build next year. There will be legislation presented at the next meeting pertaining to the grant for infrastructure improvements downtown.
Neal Graf, Parks & Recreation, contacted him about the new park sign at South Park. He told him that the City is allowed to place signs in the road right of way. The City is allowed to put in informational, directional, and traffic maintenance signs in the boulevard.
Dennis Richardson, Director of Public Service
Mr. Richardson said the two new water taps for the new school has been scheduled to be done this week.
Jon Schamp, Director of Finance
Mr. Schamp said he distributed the financial report for May, 2008 and the Year to Date Income Tax Revenue. Mr. Schamp said that he will have a resolution to amend the budget at the next meeting. He will be compiling the activities that have occurred over the past months.
 
 
Thomas McWatters, Assistant Director of Law

Mr. McWatters said he had no new reports for this meeting.

There was no legislation for first reading.
SECOND READING OF LEGISLATION
There was no legislation presented for second reading.
THIRD READING OF LEGISLATION
There was no legislation presented for third reading.
NEW BUSINESS
Monthly Reports
The month-to-date bank report, month-to-date fund report, month-to-date revenue report for May, 2008 and YTD Gross Income Tax Receipts report was distributed to Council
APPROVAL OF BILLS
Motion made by Councilor Huner and seconded by Councilor Stiriz to approve and pay the bills as presented.
VOTE: 6 Yeas - 0 Nays Motion Carries

ADJOURNMENT
There being no further business to come before this session of the Wauseon City Council, Mayor Dehnbostel asked for a motion to adjourn. Councilor Stiriz made a motion and seconded by Councilor Krumm to adjourn this meeting at 5:20 p.m.
Vote: 6 Yeas – 0 Nays Motion Carries
