Minutes of Wauseon City Council Meeting
Held June 19, 2006
WAUSEON CITY COUNCIL MEETING
Monday, June 19, 2006 at 5:00 P.M.

This meeting of the Wauseon City Council was called to order at 5:00 p.m. by Mayor
Dehnbostel. Following the Pledge of Allegiance and moment of silence, roll was
called by the Clerk of Council. Present were Council President Stiriz, Councilors
Garvin, Krumm, Huner, Shaw and Mathews.

APPROVAL OF PRIOR MEETINGS' MINUTES

Councilor Gavin made a motion and seconded by Councilor Mathews to approve the
previous meetings' minutes.
VOTE: 6 Yeas - 0 Nays MOTION CARRIES

COMMITTEE REPORTS

Tree Commission

Councilor Mathews said that a tree will be planed for Ivan Hite in appreciation for
his service on the Tree Commission at the southeast corner of South Park.
Bricks will be ordered for the new Arbor Day tree and also for previous Arbor Day
trees. Letters have been sent to people with problem trees. The commission
recommended that a software program be purchased to display tree data. The
commission discussed the 2007 Tree City Awards and recommended that the
awards ceremony be moved to St. Caspar's Church. The commission discussed
the gypsy moths and that the park will need to be aerial sprayed. We will look
at applying for a state grant for this that is due this September.

Mayor Dehnbostel said that the cost for the spraying may not be as high as
previously anticipated. The cost per application is estimated to be around
$650.

Mayor Dehnbostel also said that he noted in the Tree Commission minutes that it
was noted that there have not been many inquiries for memorial trees. He said
that when he called the number it was not a working number. Councilor Mathews
said he will check on that.

Streets

Councilor Mathews said the committee discussed sidewalks. They reviewed the
budget and discussed the condition of sidewalks or lack of sidewalks on certain
streets. The committee said there are various options to consider. The
committee would like to meet with the Mayor and get his input before making a
recommendation.

Park Board

Councilor Huner reported that the Park Board met on Tuesday. June 13, 2006, at
Potowatomi Shelter House and discussed the gypsy moth infestation. They
took a tour of Reighard Park and saw what the moths are doing to the trees.
Two hundred fliers were handed out to all the homes around the park to inform
them of the problem. An informational meeting was held on June 15th. The
newspapers have done articles as well as interviews on radio stations. Aerial
spraying will be done in the winter.

Councilor Krumm made a motion and seconded by Councilor Shaw to accept the
committees' reports.
Vote: 6 Yeas 0 Nays Motion Carries

Schedule Public Hearing

502 N. Fulton St. - Change zoning from R-3 (residential) to B1 (commercial)
Motion made by Council President Stiriz and seconded by Councilor Huner to
schedule the public hearing for Monday, July 3, 2006 at 5:00 p.m.
Vote: 5 Yeas - 1 Abstain (Garvin) 0 Nays Motion Carries

DEPARTMENT HEAD REPORTS

Steve Brown, Regional Planning Director

Mr. Brown said he had no reports for this meeting.

Fred Allen, Assistant Fire Chief

Assistant Chief Allen said that the Fire Department received a $9,721 grant from
the Commercial Equipment Direct Assistance Program (CEDAP) for the purpose of
purchasing a T3MAX thermal imager. Assistant Chief Allen said that the State will
be conducting a class in Wauseon on July 29, 20026, called "Train the Trainer
Driver Course." This will be opened up to other departments in the county.
Assistant Chief Allen also gave information about other programs coming up.

Keith Torbet. Police Chief

Chief Torbet said that there were eight graduates in the Juvenile Police Academy.
Sixty students graduated from Safety City. We already have 40-50 more
students signed up for the next Safety City class. Chief Torbet said that Dave
Synder has been hired as the temporary full time officer. This should be until at
least July 1, 2006.

Tom Hall, Code Administrator

Mr. Hall said that the Mid Ohio Bike Ride will be coming through Wauseon on
Saturday, August 12, 2006. The bike ride is limited to 250 riders. There will
be a rest break set up at Rotary Park.

Dennis Richardson, Director of Public Service

Mr. Richardson said the Water Treatment Plant project is almost completed. The
Booth Pond project started last week.

Jon Schamp, Director of Finance

Mr. Schamp said he had no matters to report at this meeting.

Carrie Nixon, Director of Law

Ms. Nixon said that she has been working on various miscellaneous matters.

Jerry Dehnbostel, Mayor

Mayor Dehnbostel said the he attended the Mayors Annual Conference last week
in Sidney, Ohio. He said there were a lot of good programs at the conference.
He said that after hearing other municipalities and the issues they deal with, he is
appreciative of our council and staff. We have a good group to work with.

FIRST READING OF LEGISLATION OR EMERGENCY

There was no legislation presented for first reading.

SECOND READING OF LEGISLATION

Mayor Dehnbostel read out loud be title to the following legislation for second
reading:

Vacate Alley - Between Lincoln and Superior and Vine and Park
Streets (first alley East of Vine Street)

Ordinance 2006-13 - Vacating the Alley that Runs North and South between
Lincoln Street and Superior Street in the block Between Lincoln Street, Vine
Street, Superior Street and Park Street in Livermore and Munns Addition

Councilor Huner made a motion and seconded by Council President Stiriz to place
Ordinance 2006-13 on second reading and that the second reading be passed.
Vote: 6 Yeas - 0 Nays Second Reading Passes

THIRD READING OF LEGISLATION

There was no legislation presented for third reading.

NEW BUSINESS

2007 Tree City Awards

Councilor Krumm made a motion and seconded by Councilor Shaw to rescind
the previous motion to have the 2007 Tree City Awards at the Fulton County
Fairgrounds.
Vote: 6 Yeas - 0 Nays Motion Carries

Council President Stiriz made a motion and seconded by Councilor Huner to
move the 2007 Tree City Awards to St. Caspar's Church.
Vote: 6 Yeas - 0 Nays Motion Carries

Joanne Tilse, Lawrence Ave. Railroad Crossing

Joanne Tilse inquired if there are any plans to fix this railroad crossing. She
saw that the downtown crossing was recently repaired but the crossing at this
location is in very poor condition. She asked the Mayor and Council to drive
on the west side and turn around and drive on the east side and you see
for yourself. Mayor and Council said that they are aware of the condition at
this crossing and the Mayor said he will be contacting the railroad about this.

APPROVAL OF BILLS

Motion made by Councilor Huner and seconded by Councilor Garvin to approve
and pay the bills as presented.
VOTE: 6 Yeas - 0 Nays Motion Carries

ADJOURNMENT

There being no further business to come before this session of the Wauseon City
Council, Mayor Dehnbostel asked for a motion to adjourn. Councilor Huner made
a motion and seconded by Councilor Garvin to adjourn this meeting at 5:25 p.m.
VOTE: 6 Yeas - 0 Nays Motion Carries
