WAUSEON CITY COUNCIL MEETING
Monday, July 21, 2008 at 5:00 P.M.
This meeting of the Wauseon City Council was called to order at 5:00 p.m. by Mayor Dehnbostel. Following the Pledge of Allegiance and moment of silence, roll was called by the Clerk of Council. Present were Council President Shaw, Mathews, Stiriz, Chamberlin, Huner and Krumm to constitute a quorum for the transaction of City business.
APPROVAL OF PRIOR MEETINGS' MINUTES
Councilor Stiriz made a motion and seconded by Councilor Mathews to approve the previous meetings’ minutes.

INDIVIDUALS WISHING TO ADDRESS COUNCIL AND TOPIC
Joe Baker- Detention Pond - Wauseon Machine & Manufacturing
Mr. Baker said that he is trying to see if there has been any progress with the pond at Wauseon Machine at 635 Enterprise. They had submitted quotes for copper sulfate to be added into the pond. We have been putting some chemicals in it ourselves. The cost is getting above what we want to be putting in it. It is the City’s pond. At a previous meeting it was discussed to put in more aeration. More aeration alone will not clean up the pond. He was of the understanding that the Building & Grounds Committee was going to have a meeting on it. Mayor Dehnbostel said that it has been turned over to the committee. Councilor Mathews, chair of the Building and Grounds Committee said that a meeting will be scheduled to discuss this.
Committee Reports
Finance
Councilor Krumm reported that the Finance Committee met on July 17, 2008. They discussed the proposal from Tom Hall, Code Administrator, regarding the building of additional sidewalk. We are trying to get sidewalks done in areas where we don’t have any yet. The portion of sidewalk by residences on Lawrence Ave. is already in the budget but the portion at Homecoming Park is not. The committee recommended to reallocate $25,000 to get that section of sidewalk done.
The committee also discussed the water note that is coming up for renewal. The amount of the note is $2,050,000. The interest rate is 3.70%. We will make three payments of $50,000.00 each and then we will refinance $1,900,000 in August, 2010. Legislation is being prepared for the next meeting.
Councilor Chamberlin asked for clarification that it was budgeted this year for sidewalk to go in front of homes but not at Homecoming Park. Councilor Huner questioned the portion over the creek. Tom Hall explained that there will be a guard rail installed on that portion and that this is for additional sidewalk construction.
Councilor Huner made a motion and seconded by Councilor Stiriz to accept the Finance Committee report and its recommendation – reallocate $25,000 for the construction of sidewalk at Homecoming Park.

Tree Commission
Councilor Mathews reported on the Tree Commission meeting of July 10, 2008. The commission discussed particular problem trees and recommendations. Katie Corkle is working on the float for the Wauseon Homecoming.
Department Head Reports
Steve Brown, Regional Planning Director
Mr. Brown said he is now working on the Issue II program that is due September 2008.
Marv Wheeler, Fire Chief
Chief Wheeler said he is getting ready for Homecoming this week.
Keith Torbet, Police Chief
Chief Torbet said he is also getting ready for Homecoming. He also gave an update on the radio tower project.
Tom Hall, Code Administrator
Mr. Hall explained that he is now working on coordinating the sidewalk construction.
Jon Schamp, Director of Finance
Mr. Schamp said that the State Auditor’s office will be starting the 2007 audit.
Stephen Buehrer, Director of Law
Mr. Buehrer said he had no new reports for this meeting.
FIRST READING OF LEGISLATION OR EMERGENCY
Mayor Dehnbostel read out loud by title the following legislation presented for first reading or emergency:
Create Deputy Fire Chief Position
Ordinance 2008-8 – Approving the Position of Deputy Fire Chief
Councilor Stiriz asked Chief Wheeler, as he has done inspections, has he inputted data into a computer program? Chief Wheeler said that would have to be researched and find something user friendly and compatible to what we now how.
Councilor Stiriz also asked if information on a computer program would have provided the information in how they approached fighting the downtown fire last year. Chief Wheeler explained probably not. He explained that there was an exercise with the ladder truck and the area of the fire is one of the areas that we had our exercise in. The information we gathered from that is the type of information we would get for input into a computer program. There were several things we knew from that class that we may have not have known prior to that class. We also knew about the water flows and hydrants because of that class. There were also a couple other areas in town that we evaluated during the class. The whole key to that fire was that nobody got hurt.
Councilor Chamberlin made a motion and seconded by Councilor Mathews to place Ordinance 2008-8 on first reading and that the first reading be passed.

Mayor Dehnbostel said in an effort to give the Fire Chief every opportunity to present his case he makes the following vote:

Ordinance 2008-9– Amending the Provision of Section 148 of the Codified Ordinances of the City of Wauseon Relating to the Wage and compensation Plan
Councilor Chamberlin made a motion and seconded by Councilor Mathews to place Ordinance 2008-9 on first reading and that the first reading be passed.
Vote: 3 Yeas (Mathews, Chamberlin, Krumm– 3 Nays (Shaw, Stiriz, Huner) – Council was tied on this motion; therefore vote carried to Mayor Dehnbostel

THIRD READING OF LEGISLATION
Mayor Dehnbostel read out loud by title the following legislation presented for third reading.
Resolution 2008-10 – Accepting the Recommendations of the Revolving Loan Fund Committee; Authorizing the Mayor to Enter into an Agreement with Wauseon Machine & Manufacturing
Councilor Huner made a motion and seconded by Councilor Krumm to place Resolution 2008-10 on third reading and that the third reading be passed.
Vote: 5 Yeas – 1 Abstain (Stiriz) 0 Nays Resolution 2008-10 Passes and will be in Effect in 30 Days – August 20, 2008
NEW BUSINESS
Sidewalk Construction Homecoming Park
Motion made by Councilor Krumm and seconded by Councilor Stiriz to authorize the Director of Finance to reallocate $25,000 from the Capital Income Tax account entitled Unallocated (403.569.52500) to the Capital Income Tax account entitled City Sidewalks (403.607.52500).

Letter of Resignation – Robert McDonald
Mayor Dehnbostel said that Robert McDonald, police officer, submitted his letter of resignation.
Motion made by Councilor Mathews and seconded by Councilor Stiriz to accept the letter of resignation of Robert McDonald effective August 4, 2008.

Motion made by Councilor Huner and seconded by Councilor Stiriz to approve and pay the bills as presented.
