WAUSEON CITY COUNCIL MEETING
Monday, February 18, 2008 at 5:00 P.M.
This meeting of the Wauseon City Council was called to order at 5:00 p.m. by Mayor Dehnbostel. Following the Pledge of Allegiance and moment of silence, roll was called by the Clerk of Council. Present were Council President Shaw, Councilors Krumm, Mathews, Stiriz, Chamberlin and Huner to constitute a quorum for the transaction of City business.
APPROVAL OF PRIOR MEETINGS' MINUTES
Council President Shaw made a motion and seconded by Councilor Stiriz to approve the previous meetings’ minutes.

INDIVIDUALS WISHING TO ADDRESS COUNCIL AND TOPIC
Paul Barnaby– Candidacy for Re-election as Fulton County Commissioner
Paul Barnaby, said he is running for re-election as county commissioner and he appreciates your support. Mr. Barnaby talked about the things that have happened in Fulton County during his tenure as commissioner. He said Fulton County has the second most ditches in Ohio, about 550 miles with Wood County being the first at 600 miles. We have put over 500 miles on maintenance since 1956. We have done 15-20 ditches in the last seven years. He said there is a replacement levy on for 911. We have passed three renewals. In 2006 and 2007 we received $228,000 from the State to improve our 911 response in cell phones. Cell phones don’t track the location of 911 calls. We are pushing to get this done. Mr. Barnaby provided a lot of additional factual information about Fulton County and the Fulton County Offices. He talked about measures the County has done on maintenance of its buildings and to reduce utility costs. He distributed to Mayor and Council a sheet showing the County Expenditure for the general fund and all funds for the past seven years. He wanted to show that we have been consistent the last several years. He thanked the City for all the cooperation you have given the County.
Committee Reports
Safety and Code
Councilor Chamberlin reported that the committee met to review the permit and inspection fees. Recently we increased the amount we pay Tom Galvin, for electrical inspections, so we thought it would be a good avenue to recoup these increases in our fees. We also looked at all the other fees in Section 1301.10 of the code. The committee recommended the increases as listed in the minutes.
The second matter the committee discussed was a concern by a business owner on Fulton St., regarding parking. He asked for the Council to consider designated parking spots for particular businesses or a whole block of Fulton St. be designated for retail customers only during certain hours. The committee discussed the matter and came to the conclusion that it was not something we wished to take action on. The enforcement of a change in parking would be a challenge for the police department.
Finance
Councilor Krumm met regarding the request for an additional patrol car for this fiscal year. We have been replacing one car a year but with the aging cars in the department there is still a need. Chief Torbet provided the committee information on different models. Chief Torbet had talked to other departments on cars they had used and ruled out the Impalas. Chief Torbet is requesting a
Charger. After discussion we agreed that the Charger is a good idea. We are recommending that we purchase two Chargers this year, one is already budgeted for and the other one would be an additional purchase not budgeted for.
The other matter was from the Public Works Department for a tractor loader, mower combination, primarily for work on Biddle Park. We had put $20,000 in this year’s budget toward the purchase for next year and the year after but it seems the grass will be growing out there and it will have to be mowed. We are asking for additional information before we make a recommendation.
Tree Commission
Councilor Mathews reported that the Tree Commission talked about goals for 2008. We would like to plant 50 memorial trees this year. We would also like to tie the memorial program into the Wauseon Homecoming this year. We would like to recognize the memorial tree pledgers at the Wauseon Homecoming. We are planning to have trees planted on Leggett St. and Homecoming Park. We will be working on the 2008 growth award. We hope to complete the tree database this year. We have $900 to carve another Indian. The new Indian will be placed in the new junior high school building. We received $10,000 from the Ash Borer grant and the ash trees have been cut and tree replacements made. We would like to arrange to have Katy Corkle teach us the use of the GPS system. Katy has expressed that she would like to continue her work as an intern this summer and complete the GPS plotting system.
Holiday
Councilor Stiriz reported that a representative from Bronners came to talk to the committee and showed them a slide presentation on various holiday decorations in other towns. We have decided to continue decorations down Shoop Ave. to the hospital. We ordered 17 banners for the downtown area for display in the summer and fall. The Bronners rep will be coming back this summer to give us ideas for the parks.
The Bronner’s rep said that in couple years you will only be able to buy LED bulbs. We will be looking at this in the future and what this means to the decorations already purchased.
Councilor Stiriz said that the Safety and Code and Finance Committee meetings were held after the Committee of the Whole meeting and he would have liked the opportunity to discuss at the Committee of the Whole meeting.
Councilor Chamberlin said the recommended changes and attachments were included in the packets and supporting information provided.
Jon Schamp, Director of Finance, intercepted and said that Council will have the opportunity to vote on these matters again when they are presented under legislation.
Councilor Chamberlin made a motion and seconded by Councilor Mathews to approve the committees’ reports.

Department Head Reports
Marv Wheeler, Fire Chief
Chief Wheeler said he had no new reports for this meeting.
Keith Torbet, Police Chief
Chief Torbet gave an update on the radio tower project. We are still working on this and hope to get it up and running.
Dennis Richardson, Director of Public Service
Mr. Richardson said that under first reading is the resolution to advertise for street bids. We have not chosen the streets yet for this project. Regarding the left turn signal on Shoop Ave., he talked to the contractor about this and they are waiting for better weather to complete the project. They originally ordered the wrong material and that is why the project got delayed.
Jon Schamp, Director of Finance
Mr. Schamp said he is working on compiling the GAAP report for 2007.
Thomas McWatters, Assistant Director of Law
Mr. McWatters said his office has been busy working on various matters, one of which is the matter before Council regarding the Graydon Myers application.
Councilor Chamberlin
Councilor Chamberlin asked for the status of the new position request for the Fire Department. Council said that matter is still being discussed and pending.

Councilor Chamberlin made a motion and seconded by Councilor Huner to reject the Application for Placement of Land in an Agricultural district filed by Graydon Myers on December 26, 2007, and to adopt the “Findings and Conclusions”, dated February 18, 2008, in support of Council’s rejection of the Application.

Motion made by Councilor Huner and seconded by Councilor Stiriz to authorize the Director of Finance to reallocate $32,000 from the Capital Income Tax account entitled Unallocated (403.569.52500) to the Capital Income Tax account entitled Police Equipment (403.101.52500).
