WAUSEON CITY COUNCIL MEETING
Monday, April 7, 2008 at 5:00 P.M.
This meeting of the Wauseon City Council was called to order at 5:00 p.m. by Mayor Dehnbostel. Following the Pledge of Allegiance and moment of silence, roll was called by the Clerk of Council. Present were Council President Shaw, Mathews, Stiriz, Chamberlin and Huner to constitute a quorum for the transaction of City business. Councilor Krumm was absent. APPROVAL OF PRIOR MEETINGS' MINUTES
Councilor Chamberlin made a motion and seconded by Councilor Mathews to approve the previous meetings’ minutes.

Brenda Oyer, PfS Coordinator – “Parents who Host Lose the Most” Campaign
Ms. Oyer said she came to address Council to let them know of Family First Council and their efforts to reduce underage drinking in Fulton County. She said Family First Council went under a needs assessment process and looked at the different things our family and children have to deal with. After going through that process, Family First Council targeted underage alcohol consumption as its top priority of concern. We have formed a group of individuals” throughout the county, one of the members is Chief Torbet, called “Youth Partnership, who work together on a game plan to address this issue.
The program is designed for parents to raise awareness about underage drinking laws, specifically parents who provide alcohol in their home to teens and encourage people to think twice about providing alcohol to those under the age of 21.
Part of their efforts are in conjunction with law enforcement. We received a $3,000 grant from “Parents Who Host Lose the Most” for party patrols. Part of that will be going to the City of Wauseon as well as the Fulton Sheriff’s Department and Village of Delta. She explained some of the other things they are also doing to raise awareness.
They are asking for each town to adopt a proclamation supporting the efforts of this campaign.
Mayor Dehnbostel said this is a very worthwhile program and he does think there is a lack of awareness about the penalties that are imposed by hosting a party where there is underage drinking.
Councilor Chamberlin asked about the involvement of the Juvenile Probation Department in Fulton County. Ms. Oyer said they haven’t been coming to our monthly meetings but we have been keeping them apprised of our efforts and they are a member of Family First Council. One of our next steps that we will be doing is trying to get all of the law enforcement agencies together to talk about what are some of the areas for the enforcement aspect and what can we do as a council to help overcome some of these barriers.
Mayor Dehnbostel said he was at a meeting with Brenda Oyer today, where Ohio’s First Lady, Frances Strickland, was at, and Family First Council talked about the different family services that are going on in Fulton County.
Mayor Dehnbostel then read out loud the proclamation and stated that as Mayor of Wauseon, I declare April, 2008 as the “Parents Who Host Lose the Most – Don’t be a Party to Teenage Drinking Campaign” to provide the educational material to raise community awareness regarding this illegal and unhealthy practice. The City of Wauseon encourages residents to refuse to provide alcoholic beverages to underage youth. Committee Reports Utility
Councilor Stiriz said the committee met to discuss sewer taps. The code states that the owner is responsible to hook up to the main sewer line and sometimes that is in the middle of the road. We need to review this further and discuss. Another meeting has been scheduled. Safety and Code
Councilor Chamberlin reported that the committee met to discuss changes in the code regarding subdivision regulations. Those changes were proposed to us and the committee considered them and thought they were good suggestions and we entertained a motion to accept those changes. The next step is a public hearing. Building and Grounds
Councilor Mathews reported that the committee met regarding the red barn building renovations. The original drawings were revised to reflect the needs of the departments who will be using the building. He explained what some of those needs were. Dennis Richardson provided a proposal for the revised drawings and state permit fees. The committee accepted the proposal and permit fees.
The committee also discussed the high gas bills at the Homecoming Park Pavilion building. Different options will need to be looked at. Tree Commission
Councilor Mathews reported that the commission met and they saw the
pictures of the new Indian carving that is now done. They are planning the
Arbor Day celebration at Leggett St. School. The memorial tree dedication
will be on the same day. Invitations will be sent to the people who
purchased memorial trees.
Councilor Mathews said that Herb Frey presented an Emerald Ash Borer plan.
We need to be consistent and knowledgeable about our City and what is
happening.
We have ordered 58 trees for spring planting.
The aerial spraying for Gypsy Moth will be done two times this year.
We are working on the Tree City USA Growth Award.
Councilor Huner made a motion and seconded by Council President Shaw to
approve the committees’ reports as presented.

Mr. Brown said he and Tom Hall attended a meeting last week on the Fulton County Advisory Committee for Fulton County. Fulton County will be eligible for $500,000 of funding for various projects. They would like to designate certain areas within the county as housing reinvestment areas.
The Pride Preservation Design and Review Board approved three new signs for downtown businesses. Marv Wheeler, Fire Chief
Chief Wheeler said he is applying for the Assistance to Firefighter grant. Our department will be involved in a mock crash before prom held in Pettisville this year. Keith Torbet, Police Chief
Chief Torbet said he has been working on the “Parents Who Host Lose the Most” program. We have approximately 54 hours of grant paid overtime that will be utilized for our officers during prom as well as graduation weekends. We will probably have approximately 26 hours of overtime from our budget as well.
Chief Torbet said his department was at the Trade Show. There was a good turnout. The testing for the Police Dispatcher has been completed. We are now scheduling interviews.
We are applying for the Bullet Proof Vest grant. This is the sixth year in a row we have applied for this. It pays for 50% of the bullet proof vest. They run from $500 to $2,000 a piece depending on the style of the vest. Every five years we have to get new vests for the officers. Tom Hall, Code Administrator
Mr. Hall said in addition to Mr. Brown’s report, there is additional funding available for Habitant for Humanity. This year they became an entity of their own, they are no longer tied in with Lucas County. Mr. Hall explained other funding programs that are available. Dennis Richardson, Director of Public Service
Mr. Richardson said the bid opening for the waterline materials for the school project has been advertised. The Water Treatment Plant had its annual inspection from the Ohio EPA and that went very well. The Public Works Department has been working on new waterlines along Ottokee St. He has been working with the Law Department on the Toledo Edison easement. He met with representatives from the Ohio EPA at the Water Reclamation Plant regarding mandatory changes that we need to change in our code. We have two relatively minor changes to make. The Water Reclamation Plant received a notice of an award. The Ohio Water Environment Association at their 2008 Annual Meeting will be awarding the “Facility Image Award”. We are receiving this award for a well kept facility. Jon Schamp, Director of Finance
Mr. Schamp said he has distributed the financial reports for March, 2008. The Income Tax Department has started to receive increased activity with the tax deadline next week. Mr. Schamp explained the changes in carriers for the city’s dental and life insurance. We were able to get a better premium. Stephen Buehrer, Director of Law
Mr. Buehrer reported that there are a number of projects going on in the Law Department. The ditch easement with Toledo Edison is almost finalized. Councilor Huner made a motion and seconded by Councilor Stiriz to place Ordinance 2008-5 on first reading and that the first reading be passed.

Councilor Mathews made a motion and seconded by Council President Shaw to place Ordinance 2008-4 on third reading and that the third reading be passed.

Motion made by Council President Shaw and seconded by Councilor Chamberlin to authorize the Mayor or his design to make application for the Bullet Proof Vest grant and authorize the Mayor or his design to execute any and all documents necessary to participate in the grant program.

Motion made by Councilor Mathews and seconded by Councilor Stiriz to authorize the Mayor or his design to make application for the Homeland Security Assistance to Firefighter grant and authorize the Mayor or his design to execute any and all documents necessary to participate in the grant program.

Motion made by Councilor Stiriz and seconded by Councilor Huner to schedule a public hearing regarding the changes to the subdivision regulations for Monday, April 21, 2008 at 5:00 p.m.

Reallocate for Water Line Construction of the New Middle School
Motion made by Councilor Huner and seconded by Councilor Shaw to authorize the Director of Finance to reallocate $50,000 from the Capital Income Tax account entitled Unallocated (403.569.52500) to the Capital Income Tax account entitled School Project (403.613.52510).

Motion made by Councilor Huner and seconded by Councilor Stiriz to approve and pay the bills as presented.
