WAUSEON CITY COUNCIL MEETING
and PUBLIC HEARING
Monday, April 21, 2008 at 5:00 P.M.
This meeting of the Wauseon City Council was called to order at 5:00 p.m. by Mayor Dehnbostel. Following the Pledge of Allegiance and moment of silence, roll was called by the Clerk of Council. Present were Council President Shaw, Mathews, Stiriz, Chamberlin, Huner and Krumm to constitute a quorum for the transaction of City business.
APPROVAL OF PRIOR MEETINGS' MINUTES
Council President Shaw made a motion and seconded by Councilor Mathews to approve the previous meetings’ minutes.

PUBLIC HEARING
Revisions to Part Eleven – Planning and Zoning Code – Title One – Subdivision Regulations
Mayor Dehnbostel opened the public hearing at 5:02 p.m.
There was no one who wished to speak at this public hearing; therefore, Mayor Dehnbostel asked for a motion to close the public hearing.
Councilor Stiriz made a motion and seconded by Councilor Krumm to close the public hearing at 5:03 p.m. Vote: 6 Yeas – 0 Nays Motion Carries
Committee Reports Utility
Councilor Stiriz said the committee met and continued the discussion of their previous Utility meeting regarding sewer taps. The code states that the owner is responsible to hook up to the main sewer line whether it is on the same side or across the road. The committee reviewed the suggestions from Dennis Richardson, Public Service Director; and Brad Kebschull, Public Works Superintendent. They are trying to find a way to make it fair for everybody. Another meeting has been scheduled to discuss again.
Finance
Councilor Krumm reported that the committee met with Chief Torbet. There have been mechanical problems with the server and voice recorder and he is requesting that they both be now replaced. The server was not in the budget this year. The committee recommended that we reallocate funds for that in the amount of $5,100. The voice recorder is $12,000 and the payment for that can be paid over two years with no interest. The committee recommended going with this.
Personnel
Council President Shaw said the committee discussed the request for the creation of a new position called, Assistant Fire Chief. Chief Wheeler explained to the committee what the job responsibilities will be for this position and the proposed job classification. This person will be second in command in the department. The committee said they would like to discuss this will all of council for recommendation.
Councilor Krumm made a motion and seconded by Councilor Stiriz to
approve the committees’ reports as presented.

Department Head Reports Steve Brown, Regional Planning Director
Mr. Brown said he has been busy preparing and administering grant applications.
Marv Wheeler, Fire Chief
Chief Wheeler said Morenci will be holding the Rapid Intervention Team Course. Five members of the department will be attending. We will also be doing a
National Incident Management System Class (NIMS) on the 300 Series for supervisory personnel. We will be getting an audit review next month to evaluate our training center because we are a state certified EMS training site.
Keith Torbet, Police Chief
Chief Torbet said the bike patrol has started up. This will be on-going through October depending upon the weather. We received a grant for audio equipment from the federal government. The interviews for dispatcher have been completed. The Civil Service test for patrolmen will be on April 30, 2008. We will be sending our lieutenant to the NIMS training held by the Fire Department which will make us
NIMS compliant for 2008.
Tom Hall, Code Administrator
Mr. Hall said he has been working on a few businesses showing interest for sites on Shoop Ave., and Glenwood Ave. He is also working on the senior housing project. They are going for state funding for this project.
Dennis Richardson, Director of Public Service
Mr. Richardson said we opened bids for “Waterline Construction Materials” for our portion of the new school project. The apparent low bidder came below the engineer’s estimate.
Jon Schamp, Director of Finance
Mr. Schamp said the upgrade for the computer software in the Finance Department is progressing very smoothly.
Stephen Buehrer, Director of Law
Mr. Buehrer said he had no new reports for this meeting.

SECOND READING OF LEGISLATION
Mayor Dehnbostel read out loud by title the following legislation presented for second reading.
Sprinkler Service Fees
Ordinance 2008-5 – Amending section 933.11 of the Codified Ordinances of the City of Wauseon
Councilor Mathews made a motion and seconded by Councilor Chamberlin to place Ordinance 2008-5 on second reading and that the second reading be passed. Vote: 6 Yeas – 0 Nays Second Reading Passes
THIRD READING OF LEGISLATION
There was no legislation presented for third reading.
NEW BUSINESS
Assistant Fire Chief Position
Councilor Chamberlin made a motion and seconded by Councilor Stiriz to authorize Chief Wheeler to prepare the final requirements necessary for the proposed Assistant Fire Chief position, including a final Classification Specification, proposed pay grade assignment and Civil Service Classification.
Vote: 6 Yeas – 0 Nays Motion Carries
APPROVAL OF BILLS
Motion made by Councilor Huner and seconded by Councilor Stiriz to approve and pay the bills as presented. VOTE: 6 Yeas - 0 Nays Motion Carries
ADJOURNMENT
There being no further business to come before this session of the Wauseon City Council, Mayor Dehnbostel asked for a motion to adjourn. Councilor Chamberlin made a motion and seconded by Councilor Krumm to adjourn this meeting at 5:15 p.m.
