WAUSEON CITY COUNCIL MEETING
Monday, May 5, 2008 at 5:00 P.M.

This meeting of the Wauseon City Council was called to order at 5:00 p.m. by Mayor Dehnbostel. Following the Pledge of Allegiance and moment of silence, roll was called by the Clerk of Council. Present were Council President Shaw, Mathews, Stiriz, Chamberlin, Huner and Krumm to constitute a quorum for the transaction of City business.

APPROVAL OF PRIOR MEETINGS' MINUTES
Councilor Stiriz made a motion and seconded by Councilor Krumm to approve the previous meetings’ minutes.
VOTE: 6 Yeas – 0 Nays Motion Carries

Annual Joint Meeting Between City Council and Clinton Township Trustees
This is the annual joint meeting of the Wauseon City Council and the Clinton Township Trustees to elect a board member to the Wauseon Union Cemetery for the term beginning January 2, 2009 to January 1, 2012.
Roll was taken by the Clerk of Council. Present were Council members Shaw, Mathews, Stiriz, Chamberlin, Huner, Krumm and Clinton Township Trustees Hite, Richer and Neuenschwander.
Clinton Township Trustee Neuenschwander made a motion and seconded by Councilor Hite to reappoint Leonard Richer to the Wauseon Union Cemetery Board for the term January 2, 2009 to January 2, 2012.
Vote: Shaw-Yea; Mathews-Yea; Stiriz-Yea; Chamberlin-Yea; Huner-Yea; Krumm-Yea; Hite-Yea; Neuenschwander-Yea; Richer-Abstain
Vote: 8 Yeas – 1 Abstain (Richer) 0 Nays Motion Carries

Councilor Huner made a motion and seconded by Councilor Mathews to adjourn this annual joint meeting between City Council and Clinton Township Trustees. Vote: Shaw-Yea; Mathews-Yea; Stiriz-Yea; Chamberlin-Yea; Huner-Yea; Krumm-Yea; Hite-Yea; Neuenschwander-Yea; Richer-Yea
Vote: 9 Yeas – 0 Nays Motion Carries

Department Head Reports
Marv Wheeler, Fire Chief
Chief Wheeler said we had five more people go through the Rapid Intervention Team (RIT) training held in Morenci. This will allow us to implement and send out a RIT team when called for. We are now going through the selection process for new members to the Fire Department. The repairs to the burn building are underway.

Tom Hall, Code Administrator
Mr. Hall had no new reports for this meeting.

Dennis Richardson, Director of Public Service
Mr. Richardson said we awarded the bids for the waterline materials for the school project. The award went to the second lowest bidder. The lowest bidder did not bid properly according to specifications.

Jon Schamp, Director of Finance
Mr. Schamp said he distributed the financial reports for April, 2008.

Stephen Buehrer, Director of Law
Mr. Buehrer said the Toledo Edison easements have been completed and recorded. Mr. Buehrer said as a result of the Public Records meeting we had previous to this meeting, we are going to be consolidating some different concepts of the public records policy for the city and get it back to the committee and continue reviewing our retention schedules.

Councilor Chamberlin
Councilor Chamberlin asked about the sewer line issue for the resident on Elm Street. Councilor Stiriz said that the committee will be meeting regarding this. He also asked about the sidewalk plans for Shoop to Leggett St. Mr. Hall said that will be done under the “Safe Routes to School” grant program. The sidewalk will be put in on the south side of Leggett St. We are now in the process for that project. We will also be looking at a grant for sidewalks for the new school.

FIRST READING OF LEGISLATION OR EMERGENCY
Mayor Dehnbostel read out loud by title the following legislation presented for first reading or emergency.
Resolution 2008-6 - Declaring the North/South Alley Bounded by Fulton Street, Clinton Street, Depot Street and West Elm Street, and Two Properties, a Slum and Blight and Declaring an Emergency
Mayor Dehnbostel said that the wording for this resolution “slum and blight” was required by the Housing Urban Development to be placed in this resolution for potential of grant money. It does not reflect the condition of the properties. As soon as this is passed we are required to have two public meetings on this.
Councilor Krumm made a motion and seconded by Council President Shaw to suspend the rules for three readings on Resolution 2008-6 and declare an emergency.
Vote: 6 Yeas – 0 Nays Motion Carries
Councilor Huner made a motion and seconded by Councilor Stiriz to place Resolution 2008-6 on final passage whereas an emergency was declared.
Vote: 6 Yeas – 0 Nays Resolution 2008-6 Passes and is in Effect

SECOND READING OF LEGISLATION
There was no legislation presented for second reading.

THIRD READING OF LEGISLATION
Mayor Dehnbostel read out loud by title the following legislation presented for third reading.
Sprinkler Service Fees
Ordinance 2008-5 – Amending section 933.11 of the Codified Ordinances of the City of Wauseon
Council President Shaw made a motion and seconded by Councilor Mathews to place Ordinance 2008-5 on third reading and that the third reading be passed.
Vote: 6 Yeas – 0 Nays Ordinance 2008-5 Passes and is in Effect in 30 Days – June 4, 2008

NEW BUSINESS
Monthly Reports
The month-to-date bank report, month-to-date fund report, month-to-date revenue report for April 2008 and YTD Gross Income Tax Receipts report was distributed to Council.
Schedule Two Public Hearings
Councilor Stiriz made a motion and seconded by Councilor Chamberlin to schedule two public hearings for Friday, May 16, 2008 at 9:00 a.m. and Monday, May 19, 2008 at 5:00 p.m. regarding the city filing grant applications to the Ohio Department of Development (ODOD) for infrastructure improvements for downtown Wauseon
Vote: 6 Yeas – 0 Nays Motion Carries

Request for Banner Advertising on Shoop Ave. (Gem, Mineral and Jewelry Show)
Mr. Hall said this group contacted us. They are having a show next month at the fairgrounds and they would like advertisement in town. Mayor Dehnbostel recommended that they place it on the sign board at South Park.
Councilor Huner made a motion and seconded by Councilor Chamberlin to deny the request by State Line Gem & Mineral Society for the placement of a banner on Shoop Avenue but instead authorize placement of banner advertising at the end of Fulton St. in front of South Park.
Vote: 6 Yeas – 0 Nays Motion Carries

APPROVAL OF BILLS
Motion made by Councilor Huner and seconded by Councilor Stiriz to approve and pay the bills as presented.
VOTE: 6 Yeas - 0 Nays Motion Carries

ADJOURNMENT
There being no further business to come before this session of the Wauseon City Council, Mayor Dehnbostel asked for a motion to adjourn. Councilor Krumm made a motion and seconded by Councilor Huner to adjourn this meeting at 5:15 p.m.
Vote: 6 Yeas – 0 Nays Motion Carries
